The Tamsui River Bird Count (TRBC) has been conducted since 2016, led by a non-governmental organization with initial government support and citizen scientist participation. It is currently the only large-scale, non-species-specific synchronized bird survey in the country. The initiative aims to accumulate valuable bird ecological data for the Tamsui River, an important river in northern Taiwan, while fostering communication among concerned communities, raising public awareness and concern for the Tamsui River's ecological environment, and laying the groundwork for future efforts to elevate the Tamsui River wetlands to international-level status.

The transects in the main stem of the Tamsui River include the North-Jetty of Taipei Port Wetland the Wazihwei Nature Reserve, the Zhuwai Mangrove Nature Reserve, the Wugu Floodway Zunbian Park, the exit of Erzhong Spillway Wetland-Luzhou Embankment, the entry of of Erzhong Spillway Wetland, and the Huajiang Wild Duck Nature Park. The transects along the Keelung River include Guandu Wetland (including Guandu Nature Park and Guandu Riverbank), Shezidao Wetland (including the Tamsui River side and Keelung River side), Beitou Guizikeng, Beitou Linong Wetland, and the Keelung River transect (Dazhi Bridge to Neihu Sports Park). The transect lines along the Xindian River include the Wanban Bridge to Huazhong Bridge, the Huazhong Bridge to Zhongzheng Bridge, the Zhongzheng Bridge to Fuhe Wetland, and the Jingmei Wetland; The transect lines along the Dahan River include the Huajiang Artificial Wetland, the Xinhai Phase I to III Constructed Wetlands, the Fuzhou Artificial Wetland, the Chenglin Artificial Wetland, the Daniaopi Artificial Wetland, and the Lujiaoxi Artificial Wetland.

Both the “line transect method” and the “cluster counting method” are used concurrently. Survey personnel move along the survey transect at a constant speed of 1–2 kilometers per hour, recording all birds observed or heard along the way. During the transect survey, specific locations with good visibility are selected for stationary counting of birds within a defined area. To increase the likelihood of detecting rare or elusive bird species, surveys are conducted both on the outbound and return. The one-way survey should be completed within 2 hours whenever possible, with a 30-minute interval between the outbound and return trips. Birds recorded along the survey transect are considered official survey records, while birds observed or heard during rest periods are listed as supplementary records. During the survey, note the direction of bird activity or the source of sounds to avoid duplicate counts. For safety reasons, at least two people must accompany each survey line on the day of the survey.

This synchronized bird survey focuses on the Tamsui River basin and its three tributaries — Keelung River, Xindian River, and Dahan River—with a total of 22 transects, including North-Jetty of Taipei Port Wetland, Wazihwei Nature Reserve, Zhuwai Mangrove Nature Reserve, Wugu Floodway Zunbian Park, the exit of Erzhong Spillway Wetland-Luzhou Embankment, the entry of of Erzhong Spillway Wetland, Guandu Wetland (including Guandu Nature Park and Guandu Riverbank), Shezidao Wetland (including the Tamsui River side and Keelung River side), Guizikeng, Huajiang Wild Duck Nature Park, Wanban Bridge to Huazhong Bridge, Huazhong Bridge to Zhongzheng Bridge, Zhongzheng Bridge to Fuhe Wetland, Huajiang Artificial Wetland, Xinhai Phase I to III Constructed Wetlands, Fuzhou Artificial Wetland, Chenglin Artificial Wetland, Daniaopi Artificial Wetland, Lujiaoxi Artificial Wetland, Linong Wetland, Keelung River transect (Dazhi Bridge to Neihu Sports Park), Jingmei Wetland. Surveys are conducted synchronously in April during the spring migration peak and in December when the species and numbers of wintering birds are stable.
A team leader familiar with the survey area and bird identification should be appointed to oversee the survey route, pace, and identification of bird species and numbers. To enhance volunteers' bird identification skills and familiarity with standardized survey procedures, the work team arranges basic and advanced indoor courses, as well as multiple outdoor training sessions, prior to the formal survey each year.

Surveys are conducted synchronously in April during the spring migration peak and in December when the species and numbers of wintering birds are stable. Survey periods are based on the tidal times at the North-Jetty of Taipei Port Wetland, the most downstream location, and start from 7:00 amd must be completed within four hours of low tide.
Both the “line transect method” and the “cluster counting method” are used concurrently.
