本計畫為內政部營建署(現為國土管理署)委託之生態檢核計畫,其工作範圍為其自行營運的中正路污水處理廠。為減輕廠區功能提升工程對生態環境造成的負面影響、維護生物多樣性資源與棲地環境品質,針對廠區進行哺乳類、鳥類、植物調查,並將迴避、縮小、減輕、補償等生態保育措施納入後續設計及施工階段,以避免過度影響原有生態。 The project is the ecological check plan commissioned by the Construction and Planning Agency, Ministry of the Interior (now the National Land Management Agency, Ministry of the Interior), and its scope covers the Zhongzheng Road Wastewater Treatment Plant, which is independently operated by the agency. To mitigate the negative impacts of the plant's functional enhancement project on the ecological environment, and to maintain biodiversity resources and habitat environmental quality, surveys on mammals, birds, and plants will be conducted within the plant area. Furthermore, ecological conservation measures, including avoidance, minimization, mitigation, and compensation, will be incorporated into the subsequent design and construction stages to prevent excessive impact on the original ecology.

Descripción del área de estudio 一、地形 本計畫區位於南投市東北方,屬南投平原,該平原是台中盆地南端邊緣地帶的一部分。計畫區東面和東北面是大虎山,海拔約325公尺,其餘地區地勢東高西低,相對平坦,平均海拔在90至280公尺之間,傾斜度約為15至25度,東西寬度約1.7公里,南北長度約3.5公里。 二、地質 本計畫區鄰近南投丘陵地區,附近地層主要由膠結較差的礫石層和砂質岩層交替堆疊而成。而計畫區位於南投平原,地層大部分為現代沖積層,主要由膠結甚差或未膠結的黏土、粉砂、砂和礫石組成。在南內轆地區,地下水位較高,約在地表下1至3公尺之間,地下水和地面水豐富,土壤承載能力較差,且計畫區東側穿越著車籠埔斷層。 三、氣候 屬於西部平原的熱帶濕潤氣候,年平均氣溫約為攝氏22度。年降雨量平均約為2,100公釐,降雨量會隨季節變化,主要集中在3至9月間。夏季受颱風和雷雨的影響,降雨量達到高峰並較為潮濕,這常導致貓羅溪沿岸發生水災。而秋冬季節則因降雨減少而相對乾旱。此外,該地區位於颱風侵臺的主要路徑地區,每年7至9月是颱風最為活躍的時期。 四、水系 中興新村都市計畫區內的主要河流包括內轆溪、軍功寮溪,以及內部的農業灌溉渠道。儘管地勢平緩,但由於虎山較高的地形,容易造成暴雨引發的洪水,常導致河川水位的劇烈變化和沖刷現象。 五、環境生態 本計畫區屬西部淺山生態綠網區域,本區所著重之重點在於強化連結山脈及海岸之間之主要河川、水庫、湖泊及兩岸生態綠帶、結合交通道路兩旁綠帶及農田水圳網絡,建立動物通道,減少路殺、結合社區,營造友善農田棲地環境,整體而言係以「動物通道X友善生產」為主軸,而本計畫區位於其西三區及西五區之間,其中西三區所關注點在於森林與溪流環境 ,保育低海拔生物多樣性及灰面鵟鷹過境夜棲地;西五區為為低海拔森林,屬淺山地區,較關注森林與溪流生物多樣性。此外,貓羅溪流域有瀕危物種石虎出沒。 I. Topography The project area is located in the northeastern part of Nantou City, within the Nantou Plain, which constitutes a portion of the southern edge of the Taichung Basin. To the east and northeast of the project area lies Dahushan (Mount Dahu), with an elevation of approximately 325 meters. The remaining areas exhibit a terrain that is higher in the east and lower in the west, relatively flat, with an average elevation ranging between 90 and 280 meters. The slope is approximately 15 to 25 degrees, and the area measures about 1.7 kilometers in width (east-west) and 3.5 kilometers in length (north-south). II. Geology The project area is adjacent to the Nantou hilly region, where the nearby strata are primarily composed of interbedded poorly cemented gravel layers and sandy rock layers. The project area itself, situated within the Nantou Plain, largely consists of modern alluvial deposits, predominantly composed of poorly cemented or unconsolidated clay, silt, sand, and gravel. In the Nanheilun area, the groundwater table is relatively high, approximately 1 to 3 meters below the surface, indicating abundant groundwater and surface water. The soil bearing capacity is consequently poor. Furthermore, the Chelungpu Fault traverses the eastern side of the project area. III. Climate The region experiences a humid subtropical climate typical of the western plains, with an average annual temperature of approximately 22 degrees Celsius. The average annual rainfall is about 2,100 millimeters, with precipitation varying seasonally and largely concentrated between March and September. During the summer, influenced by typhoons and thunderstorms, rainfall peaks, and the climate becomes more humid, often leading to flooding along the Mao羅 River. Conversely, the autumn and winter seasons are relatively dry due to reduced precipitation. Additionally, the area is situated along the main path of typhoons impacting Taiwan, with July to September being the most active typhoon period annually. IV. Hydrology The main rivers within the Zhongxing New Village urban planning area include Neilu Creek, Gungongliao Creek, and internal agricultural irrigation channels. Despite the relatively flat terrain, the higher topography of Hushan makes the area prone to flash floods caused by heavy rains, often leading to drastic fluctuations in river water levels and erosion. V. Environmental Ecology The project area belongs to the Western Lowland Ecological Green Network region. The focus in this region is on strengthening the connection between mountains and coasts via major rivers, reservoirs, lakes, and their riparian ecological greenbelts, integrating greenbelts alongside transportation roads and agricultural irrigation canal networks to establish animal corridors, reduce roadkill, and collaborate with communities to create friendly farmland habitat environments. Overall, the emphasis is on "Animal Corridors X Eco-friendly Production." This project area is located between its West Zone 3 and West Zone 5. West Zone 3 focuses on forest and stream environments, conserving low-elevation biodiversity and the grey-faced buzzard's migratory roosting sites. West Zone 5, characterized by low-elevation forests and belonging to a shallow mountain area, is more concerned with forest and stream biodiversity. Furthermore, the critically endangered Leopard Cat has been observed in the Maolo River basin.

生態調查項目包含哺乳類調查、鳥類調查、植物調查。哺乳類調查包含捕捉調查、紅外線自動相機調查及夜間蝙蝠音頻調查,其中捕捉調查和夜間蝙蝠音頻調查為每季1次,共4次;紅外線自動相機調查為12個月不間斷調查。鳥類調查每季1次,共4次。植物調查以建立名錄為目標,調查1次。 The ecological survey include mammal surveys, bird surveys, and plant surveys. I. Mammal Survey (I)Trapping Survey: Conducted once per quarter, for a total of 4 times. (II)Infrared Automatic Camera Survey: Conducted continuously for 12 months. (III)Nocturnal Bat Acoustic Survey: Conducted once per quarter, for a total of 4 times. II. Bird Survey Conducted once per quarter, for a total of 4 times. III. Plant Survey Aimed at establishing a species checklist, conducted once.

Descripción de la metodología paso a paso:

  1. 一、哺乳類調查 (一) 捕捉調查 每季調查一次,於本計畫區內設置一條穿越線,使用薛氏捕捉器(Sherman’s trap)或老鼠籠作為陷阱,沿穿越線放置5個捕捉器。捕捉器以地瓜混合花生醬作為餌料,每個捕捉器相隔7-10公尺以上,陷阱放置處以草叢、石塊縫隙等小獸類可能的出沒地點為主,布設位置如圖3-1及表3-2所示。 (二) 紅外線自動相機調查 紅外線自動相機架設於距地面1-2公尺高度,於野外擺放至少兩周取回,透過人工辨識有效照片,並將有效照片數轉化為OI值(出現頻度指數,Occurrence Index)。 (三) 夜間蝙蝠音頻調查 每季調查一次,運用超音波偵測器進行,調查前期,可於黃昏時,以目視觀察蝙蝠出没的狀況,於樣區中,擇定一條穿越線,用緩慢速度步行,以超音波偵測器紀錄穿越線附近蝙蝠出沒的情形,此偵測器以錄音方式紀錄蝙蝠所發出之超音波。 二、鳥類調查 鳥類調查 每季調查一次,鳥類使用定點調查法,將於施工前中後於本案區內外進行調查,考量區內外範圍差異,區內採定點圓圈法、區外採穿越線方式調查,調查時間包含日間(日出後3小時內)及夜間(日落後至凌晨12點前)。每個樣點停留9分鐘觀測,調查過程使用雙筒望遠鏡輔以鳥類鳴唱聲辨識,紀錄目擊或聽見之鳥種與數量。 三、植物調查 植物調查 植物名稱及名錄主要以「Flora of Taiwan 2nd Edi.」 (Huang et al, 1993-2003)為基礎,分類系統採Angiosperm Phylogeny Group IV ( APG IV)進行分類,並參考密蘇里植物園 TROPICOS 名彙資料庫、The Plant List、TaiBIF及臺灣物種名錄等線上資料庫進行物種辨識與名稱確認。稀有植物之認定則依據「2017臺灣維管束植物紅皮書名錄」中所附之臺灣地區稀有植物名錄。 I. Mammal Survey (I) Trapping Survey Surveys are conducted once per quarter. Within the project area, one transect will be established, and 5 traps, either Sherman's traps or live rat cages, will be placed along it. Sweet potato mixed with peanut butter will be used as bait. Each trap will be spaced at least 7-10 meters apart, primarily placed in locations where small mammals are likely to appear, such as in bushes or rock crevices. The deployment locations are shown in Figure 3-1 and Table 3-2. (II) Infrared Automatic Camera Survey Infrared automatic cameras will be set up at a height of 1-2 meters from the ground. They will be left in the field for at least two weeks before retrieval. Valid photos will be identified manually, and the number of valid photos will be converted into an Occurrence Index (OI) value. (III) Nocturnal Bat Acoustic Survey Surveys are conducted once per quarter using an ultrasonic detector. In the early stages of the survey, visual observations of bat activity can be made at dusk. Within the survey area, a transect will be selected, and a slow walking speed will be maintained while using the ultrasonic detector to record bat activity near the transect. This detector records the ultrasonic sounds emitted by bats via audio recording. II. Bird Survey Bird surveys are conducted once per quarter, using the fixed-point count method. Surveys will be carried out inside and outside the project area before, during, and after construction. Considering the differences in area coverage, the fixed-point circle method will be adopted within the area, and the transect method will be used outside the area. Survey times include both daytime (within 3 hours after sunrise) and nighttime (from sunset until before midnight). Each survey point will be observed for 9 minutes. During the survey, binoculars will be used, supplemented by bird calls for identification, and observed or heard bird species and quantities will be recorded. III. Plant Survey Plant names and checklists are primarily based on "Flora of Taiwan 2nd Edi." (Huang et al., 1993-2003). The Angiosperm Phylogeny Group IV (APG IV) classification system will be adopted for categorization. Online databases such as the Missouri Botanical Garden TROPICOS Nomenclature Database, The Plant List, TaiBIF, and Taiwan Biodiversity National Checklist will be referenced for species identification and name confirmation. The identification of rare plants will be based on the "List of Rare Plants in Taiwan" appended to the "2017 Red List of Vascular Plants of Taiwan."
